The Different Copilots
Microsoft has several products called Copilot — and their compliance status differs:
Microsoft 365 Copilot (Word, Excel, Teams, Outlook): The most important for most businesses. GDPR compliant, DPA included in Microsoft's standard terms, EU data processing available, does not train on your data. Requires Microsoft 365 Business Standard or above plus the Copilot add-on.
Copilot (consumer, copilot.microsoft.com): The free consumer version. No DPA. Not for business use involving personal data.

The EU Data Boundary
Microsoft's EU Data Boundary is a significant commitment: customer data for Microsoft 365, Azure, and Dynamics 365 is stored and processed within the EU and EFTA. This applies to Microsoft 365 Copilot when EU Data Boundary is enabled. This goes further than most US cloud providers.
